Rhode Island State Police observe Client speeding/traveling in the breakdown lane of 95 south during rush hour. Troopers stop Client and upon approaching the vehicle immediately detect a strong odor of alcohol on Client’s breath. Also, they observe bloodshot and watery eyes and Client is unable to produce the requested paperwork. Upon exiting the vehicle Troopers observe 3 empty wine bottles on the floor of the passenger seat area.
